Library Instructional Orientation S.Y 2025-2026
The Library Department conducted a Library Orientation last August 4–8, 2025 for the Basic Education Department, College of Maritime Education, and College of Business and Education. This activity introduced students and faculty to the library’s services, resources, and facilities to help them maximize available tools for academic success.
The objective was to familiarize participants with both physical and digital collections, research databases, borrowing procedures, and information literacy practices. It aimed to equip users with the skills to locate, evaluate, and use credible information effectively.
Through discussions and guided tours, attendees learned how the library serves as a hub for learning, research, and collaboration, encouraging active use of its resources and fostering a culture of reading and inquiry.








JBLCF–Bacolod Participates in the 19th CONSAL General Conference and Meeting 2025.
JBLCF–Bacolod proudly took part in the 19th Congress of Southeast Asian Librarians (CONSAL) General Conference and Meeting 2025, with Chief Librarian Dr. Elisa Vinco-Garcia serving as the school’s official delegate and also representing the Philippine Librarians Association, Inc. (PLAI) as President. The prestigious international event was held from June 16 to 19, 2025, at the World Trade Center in Kuala Lumpur, Malaysia, bringing together library and information professionals from across Southeast Asia under the theme “Inclusive Knowledge: Bridging Divides, Empowering All”and the tagline “Leveraging Inclusivity, Empowering Humanity.”
Throughout the conference, Dr. Garcia actively engaged in a variety of professional activities. As PLAI President, she participated in the CONSAL Executive Board Meeting, which convened delegates from 11 Southeast Asian countries, including national library heads and association leaders. She also attended plenary sessions that addressed vital issues and innovations in inclusive librarianship, along with parallel sessions and poster presentations that highlighted emerging practices and scholarly research in the field.
Dr. Garcia also joined benchmarking visits to leading institutions such as the National Library of Malaysia, Universiti Putra Malaysia, and the historic city of Melaka, a UNESCO World Heritage Site.
These visits provided valuable insights into best practices in library development, cultural preservation, and community engagement.
Her participation in this international gathering reaffirms JBLCF–Bacolod’s commitment to professional excellence and strengthens its active role in regional and global library communities, while also highlighting the Philippines’ national voice in Southeast Asian librarianship through her leadership in PLAI.

National Book Week Celebration from November 11 to 28, 2024

The National Book Week Celebration from November 11 to 28, 2024, was a resounding success, marked by a diverse range of activities that highlighted the joy and importance of reading, learning, and community engagement. The celebration began with the Launching of National Book Week Celebration, setting the tone for nearly three weeks of creativity and collaboration. Among the standout events was the vibrant Tales & Character Parade, where participants showcased their favorite literary characters, and the Storytelling Contest, which brought stories to life through the voices of talented storytellers.
A heartfelt thank you goes out to everyone who supported and contributed to the success of our National Book Week Celebration 2024! Your participation, enthusiasm, and collaboration brought life to each activity, making this event a memorable one for all. Our unwavering support underscores the power of community in promoting literacy and learning. Together, we’ve celebrated the magic of books, inspired creativity, and built a stronger connection within our community. Thank you for being a part of this wonderful journey!

On November 27, 2024, the library department, in collaboration with the Supreme Student Government (SSG), JBLCF-B Alumni Association, Faculty-Students Library Committee, Our school administrator Engr. Sylvino V. Tupas , WAYPOINT, JBLCF -B Red Cross Organization, Community Extension Services organized a memorable National Book Week celebration through an Outreach Program at Emilia J. Garcia Elementary School. This collective effort aimed to promote the love for learning, literacy, and community engagement by bringing a day full of enriching activities to the young learners.
The program featured an exciting lineup of activities that catered to the students’ interests and learning needs. Knot-tying demonstrations and Red Cross workshops provided practical life skills, while storytelling sessions sparked creativity and imagination. Academic challenges tested their knowledge, games fostered teamwork and camaraderie, and the raffle prizes added an element of surprise and joy. Each activity reflected the commitment of the organizers to make the event both educational and enjoyable.
This collaborative initiative highlighted the spirit of partnership and shared responsibility. By working together, the library department and its partners created a meaningful impact on the students of Emilia J. Garcia Elementary School. The Outreach Program not only celebrated National Book Week but also left a lasting impression on the young participants, reinforcing the importance of books, education, and community connections in their lives.
IN-HOUSE WORKSHOP ON CITATIONS AND REFERENCING WEEK CELEBRATION 2024

The seminar is attended by the third year college students of College of Business Education spearheaded by Mrs. Darlene Sabandal, a research faculty.
Students were updated on APA 7th format citations, instruction on how to access information on online databases like Proquest and EBSCO, which are the college’s subscribed e-journals, and other free open-online resources and the installation of Zotero, a free and open-source reference management program for keeping track of bibliographic information. During a tutorial on managing references with Zotero, Dr. Garcia explained to the students how simple it is to store, cite and manage references using this software.

LIBRARY OUTREACH PROGRAM

Over the years, the Faculty-Library Committee has organized an Outreach Program by donating books, hosting literacy programs, and organizing other activities for children at our community’s adopted school. The Department hand over the donated books, charts, and school supplies to Balabag Elementary School on August 12, 2021, in the presence of the School Principal, Mr. Ronald C. Valdevieso, and Ms. Roselyn D. Pabalate, Library Coordinator, as well as Mrs. Joecelyn B. Panaguiton, Librarian of the Library Hub of Division of La Carlota City.
